Reference: USFK Memorandum, subject: Exercise ULCHI FOCUS LENS 2005 (UFL 05) Republic of Korea (ROK) Enforcement of Conscription Laws on Certain US Military Members.

TASK ORGANIZATION: N/A.
1. SITUATION: Under the ROK constitution and ROK Conscription Law, all male citizens of the ROK are obligated to serve in the ROK military. The conscription age under the current law is 18 to 35. Recently the ROK government has begun enforcing the ROK Conscription Law upon US service members who either hold US-ROK dual citizenship or hold ROK citizenship with permanent resident status in the US.
2. MISSION: 18th Medical Command will identify all personnel who hold US-ROK dual citizenship or hold ROK citizenship with permanent resident status in the US, NLT 10 AUG 05, IOT provide further guidance on obligatory conscription status.
3. EXECUTION:
a. Concept of the Operation: Commanders will identify all male soldiers, DoD civilians, and contractors who are between the ages of 18 and 35 and report them using the enclosed format (Annex A) to 18th MEDCOM DCSOPS NLT 10 August 2005.
b. Coordinating Instructions.
(1) Those individuals who were born in the US to ROK citizen parents have dual citizenship. Individuals who are naturalized US citizens have already renounced their ROK citizenship.
(2) If ROK citizenship is not renounced before age 18, such individual cannot renounce ROK citizenship until he either fulfills his military obligation or obtains an exemption from the ROK government.
(3) Joining the US military does not constitute renouncement of ROK citizenship.
(4) The US Embassy is negotiating the status of US Solders who hold dual US-ROK citizenship and are currently stationed in Korea. The Korean government is in committee to discuss and clarify their law with respect to US Soldiers.
